Obviously, it must be changed.
As far as I know none of the law enforcement agencies use the hand-taser but the x26 taser, considering it is a lot safer and comfortable.
The x26 taser will be much more realistic.

What matters more: Fair balance or realism?

I have fixed hand taser's player detection. No need for handgun taser since guards will be overwhelmingly powerful towards the inmates.
